Although with some slight differences in uniform it would appear this model is of William Ross, Piper to Queen Victoria at Balmoral. It is likely based on the famous image of him in 'The Highlanders of Scotland, portraits illustrative of the principal clans and following and the retainer of the Royal Household at Balmoral' by Kenneth Macleay RSA
